What is a Soil and Water Conservation District?

Purpose:
In Indiana, a soil and water conservation district (SWCD) is a unit of state government responsible for soil and water conservation programs within its county boundaries.  The district provides a means for all interested people in a county to work together for natural resource conservation and development.  It is funded through county and state appropriations, money making activities, grants, and private donations.

 

Governance:
The official governing body of a SWCD consists of five supervisors.  Three are elected at an annual meeting of land occupiers (one each year).  Two are appointed by the State Soil Conservation Board based upon recommendations of the leadership in the district. Each serves a three year term.  As public officials responsible to the district and state officials, they are required to subscribe to a standard oath of office.

 

The supervisors’ responsibilities are to evaluate local soil and water conservation needs and opportunities, set natural resource priorities, and to provide for the development of programs to meet such prioritized district issues and concerns.

District meetings are held at 8 a.m. the 3rd Monday of each month at the local office.

District Activities

·         Rent 10 foot Brillion Seeder to establish filter strips along open drains and grass waterways for improved water quality and erosion control.

·         Conduct water sampling of streams at prime locations in the county.

·         Distribute 300 seedlings during Arbor Day activities.

·         Provide stewardship materials to local churches, schools, and organizations.

·       Conduct an annual meeting with district reports, supervisor election and conservation awards.

·         Publish at least two newsletters per year.

·         Cost share on abandoned well closures to protect water quality.

·        Provide materials and workshops for local educators and leaders.

·         Serve as a check point agency to review drainage impact, erosion control, and land use on proposed development.

·        Assist schools in water monitoring of Mud and Cicero Creeks.

·         Provide education grants to local schools for conservation projects.

·         Work with other agencies such as: County Drainage Board; Health Department; Board of Commissioners; Planning Commission; Division of Soil Conservation (ISDA); State Soil Conservation Board (ISDA);Indiana Department of Environmental Management (IDEM); Natural Resources Conservation Service (NRCS); Farm Service Agency (FSA);Purdue Extension Service; National Association of Conservation Districts (NACD); and Farm Bureau Inc.
